we'll go 75 in the north bay along with santa cruz and vacaville. interesting, we'll have sunshine. probably the warmest day of the week. a little breezy for two. it will be warmer. if it's cold, it will rebound. if you are sitting at 60, you are talking about, what do you mean cold? it's nice. here's sal. right now, we do have a problem in the east bay with those needles still. we'll get to that in a month. but i want to look -- in a moment. but i want to look at the main commute, the bay bridge toll plaza. the traffic here is backed up for about a 15, 20-minute delay. nothing out of the ordinary. but there's certainly a backup. i wanted to let you know what it is like. once you make it on the span, it looks okay. 280 san jose, you can ciancia a couple of cars in the center divide. it's not blocking lanes but whatever it is, it's slowing traffic down. it continues to slow up to highway 17 and some slow traffic. now, then, to the newschopper2, we have live picture in el sobrante, where needles have been spilled on santa rita road

near apian way and the intersection is blocked here. between 1,000 and 2,000 needles, according to chp, were spilled on the road. we don't know how they got there. chp doesn't know how they got there. the firefighters are being very careful with the needles. they were used and obviously they don't want anybody to get sick or poked. we don't know when they will be opening up. but alex savidge is on the scene and will have live report coming up. back to the desk. oakland police are searching for whoever set a young man on fire while riding an a.c. transit bus. it happened at 5:00 on the 57 line near macarthur boulevard andardly avenue -- and ardly avenue. police sources tell us the victim is 18 years old and he suffered burns to both of his legs. right now, no word on a possible suspect or motive. but police say there's surveillance video from the

bus. we're getting new details about the man shot last month by san francisco police in the marina district. prosecutors say police wounded 19-year-old rome l nabarez after he tried to rob a man answering his ad on kraigs list. and he was facing previous charges in daly city for ads on craigslist. yesterday, he pleaded not guilty to robbery charges during an arraignment. it was held at his hospital bedside. he's still being treated for three gunshot wounds. uc berkeley asking a judge to throw out a federal lawsuit by parents who say the school is responsible for the death of their 22-year-old daughter and her 6-year-old son. the two were in a car driven by the daughter's boyfriend when he crashed into a tree. police say he was drunk at the time. he's now serving six years in prison for vehicular manslaughter. the parents say the school did

not take steps to investigate and protect their daughter when she reported to her housing director that her boyfriend was abusing both her and her son. the school says there's no proof that report was made. voters in antioch will be deciding today whether they want to pay more in sales tax so the city can hire more police officers. supporters say a yes vote on measure c will enable the police department to hire 22 more officers by raising the sales tax from 8 1/2 to 9%. but opponents argue that there's no guarantee the money will be used to put more officers on the streets because the sales tax money will go into the general fund. people who live in oakland in the oakland hills have until november 13th to decide the fate of a parcel tax designed to prevent fires like the one in 1991 that killed 25 people. the tax pays for services that include extra fire patrols on high fire danger days, goat

grazing to remove dry grass, and cutting back brush for emergency escape routes. the parcel tax would cost $78 per single family home and $58 for multifamily members. there are elections across the country today. chris christie seems to be on his way to re-election. and in virginia, too, several cities are eat lengthing mayors, including new york, atlanta, boston, detroit and seattle. in colorado, voters are weighing in on a proposal to tax legal marijuana at 25%. the race for governor of california is still a year away but the race is starting to shape up. coming up in 25 minutes, the republican candidates who will try to unseat governor jerry brown, including one who is launching his campaign today. 7:07. happening now -- the last- minute preparations underway for the opening of california's biggest casino. the doors are set to open in rohnert park in just three

the big concern is northbound traffic on highway 101 backing up from rohnert park into petaluma. and the chp has another concern. it's offices are located on one of the main roads leading to the casino. that may make it hard to send out emergency vehicles. the chp says the casino agreed to open up on a weekday to try to work out any traffic problems before the weekend. this morning, there's a warning about mountain lions in woodside in san mateo county that's after a deer was found dead on private property on woodside road. deputies think the dear was killed by -- deer was killed by a mountain lion. deputies say people should avoid hiking, jogging and biking at dawn. city officials in palo alto are moving ahead with the plan to prevent cars and trains from crossing paths. last night, the city council took the first step towards building a trench between the train tracks and several submerged roadway crossings. supporters say these trenches

would make the streets of palo alto safer. however, critics are saying the project is too expensive and would do little to prevent accidents. the san francisco supervisors are set to vote today on a controversial park curfew measure. it would shut down the city's parks between midnight and 5:00 a.m. supporters say the curfew would reduce vandalism and other crimes that happen during the overnight hours. opponents say the measure unfairly targets the homeless. 7:11. once again, we're talking about the mysterious death at san francisco general hospital. how this bizarre tragedy has taken yet another strange turn. he was walking very calmly and shooting. people were running all around. >> panic inside the biggest shopping mall in new jersey after a gunman opened fire. what we're learning about the 20-year-old shooter. and how did more than a thousand hypodermic needles end up in a road in the bay area? that's exactly what authorities

new information from new jersey after a young man opened fire inside a crowded shopping mall last night. the body of the suspected gunman was found early this morning. it's believed he killed himself. reporter chris welch is live in new jersey with what police are saying now about the shooter. good morning, chris. >> reporter: good morning, tori. yeah. it was a nightmare scenario for the hundreds inside this mall. it was an alleged shooter who then turns the gun on himself. but that was not before a very

long night of panic. it happened just before closing time at the westfield garden state plaza mall. police say richard shoop entered the shopping center and opened fire monday night. >> they were boom, and then another boom, and then another last boom right after that, right after the second one and then glass, glass everywhere. >> reporter: shoop used a rifle modified to look like an ak-47 but did not aim the weapon at anyone in particular. >> he had plenty of opportunities to shoot people. there were witnesses within five feet from him but he chose not to. instead, he just hit random targets. and fired at the ceiling. >> reporter: many shoppers fled the mall but about 400 people were left inside. they huddled in stores as the building went on lockdown. >> everybody was scared and panicked. so we took everybody -- we went in the back of the store. we locked ourselves in with 13 people in total, including me. >> reporter: the s.w.a.t. team moved in scouring the sprawling shopping center looking for the gunman.

hours later. police found the 20-year-old's body. the bergen county prosecutor said he shot himself in the head. >> he has a history of drug abuse but we believe the main motive for what he did tonight was suicide. >> reporter: now, authorities say this man did not show any signs of mental illness. however, he did have a history of drug abuse. tori? >> all right, chris welch live for us in paramus, new jersey. police in denver say the two teenagers who broke into a school overnight likely used bb guns. a janitor reportedly saw two teens enter the school with what he thought were rifles. police say the teens were caught on video ransacking several rooms before being arrested. the two suspects are not believed to be students at the school and police are trying to figure out if the teens may be connected to a break-in at an

elementary school earlier this same night. 7:16. a new report says the bay area's high-tech boom hasn't improved job numbers for young people. 12.3% of young people between the ages of 16 and 24 are both not working and not in school. that's more than 58,000 people according to the social science research council. in san francisco, the areas with the highest youth unemployment rates are ingleside, extellsier, bayview hunter's point and visitacion valley. happening in washington, d.c., another congressional hearing about the problems with the rollout of the healthcare.gov website. these are live pictures. we're right there. testimony is happening. marilyn tavener is testifying again. she was grilled last week by lawmakers in another hearing. well, president obama meets this morning at the white house

with business leaders about pressuring congress to pass immigration reform. the president wants comprehensive immigration reform passed before the end of the year. the senate has already passed legislation that would give a path to citizenship for the estimated 11 million undocumented immigrants here in the u.s. however, many conservative house republicans don't like it. they say they prefer a piecemeal approach to immigration reform. 7:18. defense secretary chuck hagel warned this morning that the effectiveness of the u.s. military is threatened by budget cuts. >> these cuts are too fast, too much, too abrupt and too irresponsible. >> hagel said there's no way the military can continue to be ready to fight terrorism if the $500 billion in cuts over the next decade continue kicking in. a special ops commander is looking at ways to protect his forces.

he wants to borrow an idea from hollywood. he's ordered up the tactical assault light operator suit better known as the ironman suit. it features light weight armor protection against bullets and could possibly be equipped with battery power and give the soldier more abill to move faster and operate longer in battle but the one thing the suit won't do is fly. he wants the ironman suit to be used to be available to be deployed within the next year. >> that's fascinating. >> pretty interesting. 7:19. sal, a lot of things you are watching in the east bay. >> it's been really heavy out there in the east bay, especially. let's take a look at spwnt 880 and start -- interstate 880 and start there. the traffic is busy as you drive northbound past the coliseum. no major problems as you drive through. it will be busy. also the morning commute is looking okay at the toll plaza.

it's about a 20 to 25-minute delay if you are at the end of the line once you make it on the bridge. contra costa county, highway 4, some slow traffic. we've had a couple of fender- benders on 680 and the traffic backed up from 2 had -- 242. let's go to steve. clear skies, cold for some. lows anywhere from 33 to 60. depends if you get the easterly breeze or not. forecast headlines today, is pretty quiet. this is probably the warmest day of the week. mostly sunny. could be a few high clouds north. warmer. gradually getting cooler. next week we hope rain makes it. our forecast models are not in sync. one brings rain in on monday. the other says nothing will happen until wednesday. that's my fear. as you get closer to it, the forecast models start to back off. let's hope there's a pattern change. we've gone ten months without any rain. we need it. i need you to do a rain dance out there. a few high clouds to the north and very poultry rain up on the

proposal in san jose held and event to kickstart a campaign to make this park real. he says the sharks captain joe thornton likes it. some city council members like it. he's hoping to raise a million dollars for it by january 4th. 7:22. a disturbing new report about evictions in one bay area city. what it found out about rising property values and long-time tzs. expanding a ban on smoking at uc campuses. the new restrictions that will impact students and teachers starting at the beginning of the year.

7:29. we're learning about a mysterious tragedy on a golf course on the monterey peninsula. police found a 56-year-old man engulfed in flames at the pacific grove municipal golf course early sunday morning. he was pronounced dead at the scene. still not clear how the man died or how the fire started. but police are calling his

death suspicious. the new san jose earthquakes stadium is starting to take shape. today, the first steel column is scheduled to go up. the new 18,000-seat stadium will be lobecated near san jose -- lowercated near san jose international airport. it was set to open next year but after delays in construction, it's slated to open at the beginning of the 2015 soccer season. 7:25. a smoking ban at uc college campuses is about to expand but not everybody likes it. starting january 2nd, electronic cigarettes and chewing tobacco will be banned on the campus. signs have already been posted on the uc berkeley campus. about 20% of employees and 8% of students smoke cigarettes. another march is planned two weeks after the shooting death of a 13-year-old boy by a sonoma county sheriff's deputy. what the group is demanding now and what the boy's parents are saying. >> reporter: a former u.s.

i think the technical term is it's all jacked up on northbound 101 getting up to interstate 880 northbound 280. let's take a look at this. it's very, very slow drying to get in -- trying to get in the valley. 7:31. let's go back to the desk. happening today, we're now about an hour away from what is expected to be a heated community meeting in santa rosa. the topic, the shooting death of 13-year-old andy lopez. ktvu's brian flores, right there in santa rosa to tell us what's in store. brian? >> reporter: hey, dave. good morning. it could be potentially be a very heated discussion this morning. it's scheduled to take place an hour from now. but obviously, the -- on the minds of many people not just in santa rosa, but through the bay area, take a look at the press democrat. the headline, the lopez family files suit. they did that yesterday. if you look behind me, you can see extra chairs. this is overflow of chairs from a board of supervisors meeting

scheduled to take place in about an hour from now discussing the tragic death of lopez. they will be discussing options of moving forward with the community. the other event going on at 1:30 this afternoon, another march is planned for people seeking justice for andy. the group of marchers plan to gather at the old courthouse square in downtown santa rosa where they will march to the d.a.'s office. they are demanding that snow how county district attorney convene a criminal grand jury and indict erick gelhaus for fatally shooting lopez. now, yesterday, the lopez family filed a lawsuit in federal court. the family continues to seek answers. >> we want justice and then also we want an honest investigation. >> reporter: now, we also spoke with the attorney representing sonoma county. he says there was concern actually over the timing of the lawsuit and while he understands this is a trying time for the lopez family, he

also tells ktvu he was concerned the timing of the lawsuit could impede the process before the criminal investigation is complete. you can see crews here from the snow ma county -- sonoma county putting in the extra chairs. it's expected to be a packed house. we'll be here to bring you a live report. brian flores, ktvu channel 2 news. 7:33. also new this morning, controversial gun measures have passed in pleasant hill. last night, the city council voted 3-2 on new restrictions on gun dealers. the new rules mean gun shops cannot be within 1-b 50 feet of a public park or an adult entertainment site or a thousand feet from a school or a daycare center. the gun shop owners say the city council did not do any research before passing these new rules and say they are being unfairly treated. >> harassment of one type of businesses and not harass

everybody? >> gun deemers have to submit to fingerprinting and background checks. 7:34. right now, the polls are open in sunnyvale. one of the items on the ballot, a controversial new gun safety ordinance. if approved, measure c would require gun owners to notify police within 48 hours if their gun is lost or stolen. guns would have to be stored in a lock box or disabled with a trigger lock when not in use. this would restrict sales of ma'am u initial -- ammunition magazines. critics say it infringes on the constitutional rights of gun owners. san francisco voters get to weigh in on a condo project. the eight washington development would sit along the embarcadero at the foot of washington street. it would have 134 luxury condos

in two buildings, one of which would exceed the current height limit. oems call it a -- o's call -- opponents call it a wall. there are two propositions, a yes on either clears the way for construction. a no vote on both would force it to be revised. we are still away from the next week for the governor of california. but today, a new candidate will officially jump into the case. tim donnelly. he's a republican. he will launch his campaign today in los angeles. donnelly is supported by the tea party and is known by a gun right supporter. he's very strongly antiabortion and opposes same-sex marriage. he will be challenging former lieutenant-governor abel maldonado. he's called for comprehensive immigration reform. he's pro choice and he supports

same-sex marriage. now, governor brown has not made an announcement but a lot of people believe he will seek re-election. the 75-year-old governor is not expected to be challenged by any other democrats. 7:36. the investigation into the investigate of lynne spalding has taken another bizarre turn. last month, a worker found her body in a stairwell at san francisco general hospital 17 days after she disappeared. investigators recently asked for help in finding a mystery witness. an asian man, possibly a hospital worker, reportedly spotted a person lying in the stairwell several days before spaulding was found. now some san francisco sheriff's deputies say that witness does not exist. >> it don't think -- i don't think there was ever anybody who came and said there's a dead body. i haven't heard anything credible that seems to even suggest that really happened. i think that's somebody's

fantasy after the fact. >> this attorney represents five members of sheriff's office who provides security at san francisco general. 7:37. a high-speed chase last night in santa clara county ended with one man arrested and another suspect still on the loose. the chp says two robbery suspects led them on a chase from sunnyvale to morgan hill going more than a hundred miles an hour. the chase ended around 11:00 last night after the suspects crashed on southbound highway 101 on the tenant avenue offramp. one of the suspects ran away. police are still searching for him. randy alano, the man accused of killing oakland federal investigator, sandra coke, will be back in court today. now, during court testimony yesterday, there was testimony by a police officer and two of randy's nephews who said that he's the father of sandra coke's 15-year-old daughter. there was also testimony that

sandra coke allegedly became obsessed with finding her missing dog and that she suspected alana might have had something to do with it. a proposal to change a san jose park plagued with drugs and homelessness is being brought to city leaders. one councilman wants to give a face-lift to st. james park. ktvu's janine de la vega just spoke with the councilman about this idea. what did he tell you? >> reporter: tori, he says he wants to work with a nonprofit that turns urban blighted areas into music areas. we've seen a lot of homeless people hanging out here, sleeping and loitering. nearby residents tell us that drugs are often used here at the park. lakarda wants to clean up the image and conduct a bandstand or pavilion with a lineup of free concerts at the park. he would like to team up with levette pavilion based out of southern california for this project. the venue would cost about $2.5

million to build which levette could contribute $400,000. music in the park has been held at st. james in the past year attracting many in the community but some locals say they mostly avoid st. james park because it's frequented by the homeless. we asked one resident if he was concerned about the noise this would generate. >> yeah, it gets loud when they have their park parties here. but it's every once in a while. we can grin and bear it. it's not that big of a deal. if it will make the community better, all for it. >> reporter: this park has been a magnet for crime. a man was shot and killed near the park in august. last year, there were stabbings in the park with one resulting in a homicide. he plans to introduce this proposal for a park at a rules committee meeting in two weeks. we're meeting with him in the next hour and we'll talk to him about funding because he knows there is a concern about money being used for the general fund which he says that won't

stocks lower in early trading on wall street. there's lingering concern the fed may end the economic stimulus program. a new report out today shows home prices may be leveling off after big gains earlier this year. taking a live look at the big board, the dow is down 54. the nasdaq is down 8. s&p down 6. tesla's stock is down about $1.68 right now. the palo alto carmaker released the third quartert earnings. many investors think the news will be good. the stock jumped 8% yesterday and opened at $175 a share today. right now it's 173.52. analysts usually focus on earnings but they will be looking closely at tesla's

sales figures. tesla plans to deliver slightler more than 5,000 of the model-s sedans. some say that could go as high as 7,000. apple will open a manufacturing plant just outside of phoenix. the facility will produce glass-like items made of sapphire. apple wants to increase the use of sapphire crystals. possibly in the phone screen. the arizona plant will create 1300 temporary construction jobs. eventually, they will have 700 full-time assembly workers. pandora boosted the business in october. it reports people spent a total of 1.47 billion hours listening to the internet radio service last month. that's up 18% from october of last year and the second highest monthly total in company history. it may be because pandora listed the 40-hour-a month limit for listening on mobile devices just as apple launched itunes radio in september. a new plan for sfo is

expected to cut delays and keep planes moving even in bad weather. ktvu's pam cook is in our newsroom now. some say this is long overdue, pam. >> yes. san francisco, one of the last big city airports to make the change and it is good because it's also one of the worst in on-time performance. the faa has approved a change that would allow planes landing at sfo to stagger on the two parallel runways instead of having to line up single file which is what they have to do now. that means as many as 40 planes an hour could land even in low visibility. low visibility, aka fog, is one of the biggest problems at sfo. during clear visible conditions. the two aircraft and the crews can visually site one another and maintain separation. you get into low clouds and fog. it requires a greater debris of separation for safety. >> that separation slows arrivals from 60 planes an hour

to just 30 when the weather is bad. the main airports in boston, seattle and new jersey already use this system to improve on- time performance. now, in our next hour of "mornings on 2," we're gonna hear from passengers and pilots about on-time performance and what's going on at the airport. reporting live in the newsroom, pam cook, ktvu channel 2 news. >> all right, pam. we're also hearing from the family of the man accused in the deadly shooting at l.a.x. on friday. in a statement, their lawyer read, the family is shocked by what happened last friday. they express condolences to the family of the tsa officer killed and to the people hurt but they say they will continue to support ciancia. he's still heavily sedated in a hospital. deadly shooting at los angeles international airport is also prompting calls for an armed tsa presence at airport screening checkpoints. now, the union representing tsa screeners say there should be a

new class of officers who would carry weapons. officials say armed officers would help protect the tsa officers and the public. attorney general eric holder says he will investigate ways to improve airport security. 7:47. a new san francisco report backs up the popular belief about rising property values, squeezing out long-time city residents. overall, haves are up 38% in san francisco in the -- evacuations are up 38% in the last three years. the biggest increase in those numbers happened just in the last year. today, the san francisco board of supervisors will vote on a bill that could make it harder to open up medical marijuana dispensaries in the excelsior district. if approved, there would be a tougher approval process to open dispensaries along mission

between ail manny boulevard and -- and alamann boulevard. medical marijuana advocates say zoning laws are already too restrictive. 7:48. stanford's head football coach says there's no tolerance for bullying in football. he was asked about the bullying allegations involving former stanford player jonathan martin with the dolphins now. martin was reportedly taunted by a teammate allegedly getting racist and threatening tests from richie incognito. the team suspended richie incognito indefinitely. the coach says bullying is not a part of team building between older and younger players. >> the biggest thing those veterans do is teach the guys how to them how to have long careers, team them about the game. those are the positive teams and the teams that would games.

workers. they were fixing damage from the loma prieta earthquake. a lot of people consider the troll a good luck icon. well, this is also drowsy driving awareness week. just what you need in the morning. the chp reminds you how dangerous it can be. the national highway safety transportation means drowsy driving causes more than 100,000 crashes every year resulting in more than 1500 deaths. the chp says driving when you are tired can have the same results as driving when you are drunk. this campaign continues through november 10th. a bank in fresno is investigating a rather expensive mistake at an atm that gave extra cash so some of the customers. over the weekend, this bank of america, atm gave away $50 bills instead of 20s. the bank thinks the bills were put in the twenty-dollar slot by mistake. the bank has video and personal information on everybody who

took money from that atm over the weekend and plan to work with customers to get their money back. 7:57. the biggest casino in the state of california. in a couple of minutes, it's opening doors in rohnert park. a line of people live pictures outside waiting to get in. coming up, we'll tell you the problems some people think this could bring to the area. an unusual problem in el sobrante. hundreds of used hypodermic needles spilled on the road. the cleanup underway right now. and it's been a messy run out there. we've had a bunch of incidents that have made traffic all over the bay area, including the south bay very slow. except for the low temperatures which are anywhere from 30 to about 60 degrees. today will be sunny and warmer. this will be the warmest day. how warm? we'll have the forecasted highs in about two minutes. high pressure, though, wins out for another day or two. and then it will relax a little bit as the system moves into the north. we hope one of those makes it for next week. as ill told my friend jenny -- as i told my friend, jenny in benicia who asked if she should wash her car, yes. my goodness warm. mostly sunny. a lot of 70s here. some of the highervations -- higher elevations about 60s. a lot of 70s. here's sal. good morning. we have had kind of a rough one on a tuesday. it doesn't surprise many people. tuesday is one of the busiest days. bay bridge backed up for a 20- minute delay before you make it on the span. interstate 880 in oakland is getting busy on the right side. that's northbound 880 as you drive past the kol le seal yum into -- coliseum into downtown oakland. we had a school bus with an engine fire near the waldo

grade. traffic is a little bit slow in the area. i also want to mention traffic in the san jose region is slow. we'll talk about that more coming up in the next report. and in el sobrante, a scary situation created a traffic nightmare. hundreds of used hypodermic needles. alex savidge just got new video from the scene. >> reporter: well, good morning, sal. a dangerous situation. one fire captain says someone easily could have stepped on one of these needles or a kid could have come along and picked one up. this unusual spill happened just up the road from where we are in el sobrante. earlier this morning. we'll show you the scene. contra costa county firefighters were out there sweeping up the used needles. about 100 or so were found on santa rita road near appian way. the road had to be closed down. and a team was called in here.

this was reported around 5:00 a.m. when somebody passing by called to say there were syringes on the road. they appear to have come from a plastic container found nearby. it's unclear how the needles ended up there. if someone dropped them or if he were dropped accidentally. one neighbor was just happy to see them being cleaned you up. >> i'm -- cleaned up. >> i'm concerned about people coming down with their animals down the hill and the children going to school. >> reporter: the chp sergeant on scene said they will be looking into who those needles belong to. there's no identifying information on that container that was found there at the scene. meantime, a hazmat team from the contra costa county fire department will be taking those used needles. they put them back into the container and taking them to a disposal site and the roadway expected to be back open

shortly. live this morning in el sobrante, ktvu channel 2 news. oakland police are searching for whoever set a young man on fire while riding an a.c. transit. it happened after 5:00 last night on the 57 line near macarthur boulevard and ardly avenue. the driver stopped the bus to call for help. police sources tell us here at ktvu news, the victim is 18 years old. he suffered burns to both legs. right now there's no word on a possible suspect or motive. but police say there is surveillance video from the bus. we're learning new details about the man shot last month by san francisco police in the marina district. prosecutors say police wounded 19-year-old ramel novares after he tried to rob a man who was answering his ad on craigslist. we've learned he was facing charges already in two similar craigslist robberies in daly city at the time of the marina shooting. yesterday, he pleaded not guilty to robbery charges

during an arraignment held at his hospital bedside at san francisco general hospital. he's still being treated for three gunshot wounds. 8:05. happening now, the graton resort and casino is eight getting ready -- is getting ready to open its doors in under two hours. tara moriarty is inside with more on this $800 million facility and some of the traffic concerns. tara? >> reporter: the line started to form hours ago. this woman was the first in line. she woke up very early. what possessed you? >> fun. let's head on inside right now. you can see there is are 3,000 slot machines inside here. 144 gaming tables. this is an 850 million facility. they have blackjack, poker and texas hold 'em. it has the glitter and something else that sin city doesn't have, natural light. it has skylights in the middle there where the purple bar is. that's called the sky bar. it also has ventilation systems and smoking is allowed in many parties of the casino and clocks. you definitely won't get lost in here. many neighbors are excited about the casino. they are concerned about the noise, crime and traffic. but today is the day. we're supposed to open here at 10:00 this morning. the graton tribe that owns the casino is exempt from taxes but it will be giving the city a huge chunk of money over the next 20 years. if you are a gambler, you might want to heed out here to the -- head out here to the graton

casino. it opens very soon. we're live in rohnert park, tara moriarty, ktvu channel 2 news. the chp has extra officers on patrol for this morning's open. the main concern is northbound traffic on highway 101 backing up from rohnert park into petaluma. the chp is also concerned because its own offices are located on one of the main roads leading to the casino. that could possibly make it hard to send out emergency vehicles. the chp says the casino agreed to open on a weekday to work out any traffic problems before the weekend. voters in antioch will be deciding whether they want to pay more in sales tax so the city can hire more police officers. supporters say a yes vote will enable the police department to hire 22er who officers -- 22 more officers by raising the sales tax to 9%. opponents argue there's no guarantee the money will be used to put more officers on the streets because the sales tax money will go directly into

the general fund. people who live in the oakland hills have until november 13th to decide the fate of a parcel tax designed to prevent fires like the massive one in 1991 that killed 25 people. the parcel tax pays for services that include extra fire patrols on high fire danger days. goat grazing to remove dry grass and cutting back brush for emergency escape routes. the tax could cost $78 per single family home and $58 for a multifamily home. there are elections around the cun. new jersey's governor appears to be on his way to re- election. and there's a hotly-contested race in virginia. several cities are electing mayors, including, new york, atlanta, boston, detroit and seattle. in colorado, voters are weighing in on a preparal to tax -- proposal to tax legal marijuana at 25%. in houston, texas, voters

will decide whether to tear down the historic astrodome or turn it into a convention center. the stadium opened in 1965 but it has not been home to a sports team for years. when hurricane katrina hit new orleans, as many as 25,000 people actually lived inside the astrodome until they were able to go home. well, the race for governor of rainfall is still a year -- of california still a yearaway. coming up, the republican candidates who will try to unseat governor brown including one who is launching his campaign today. this morning there is a warning about mountain lions in woodside in san mateo county. that's after a deer was found dead on private property on woodside road. deputies think the deer was killed by a mountain lion. authorities say people should avoid hiking, jogging or biking at dawn and dusk when mountain lions are most active. another march planned in santa rosa two weeks after the

down to san francisco. back to the desk. all right, sal. we have new information from new jersey after a young man started shooting last night inside of a crowded shopping mall. early this morning, the body of that suspected gunman was found. it's believed he killed himself. police say 20-year-old richard shoop started shooting inside the garden state plaza mall in paramus, new jersey just as the mall was about to close. no one was hurt but the mall was on lockdown for several hours as police search for the for the -- searched for the gunman. >> they were screaming shots fired and telling everyone to run, run. >> they were boom, and then another boom and then another last boom after that, right after the second one and then glass, glass everywhere. >> now, police say shoop had a history of drug abuse. they think he went to that mall to commit suicide, not to shoot anybody else. police in denver say two teenagers who broke into a middle school overnight probably were carrying bb guns.

that led to a three-hour standoff. police say the teens were seen on video ransacking several rooms before being arrested. they are not believed to be students at that particular school. police are trying to figure out if the teenagers may be connected to a break-in at an elementary school earlier in the night. 8:16. happening right now -- the senate health committee is questioning one of the people in charge of rolling out obamacare and its website. ktvu's kyla campbell is monitoring the hearing for us where lawmakers are focusing on people nationwide from getting dropped from their current plans. >> reporter: tori, hundreds of thousands of people have received letters telling them they are losing their current healthcare coverage. we're looking at the hearing

month. back to you. >> thank you. this morning's california's insurance commissioner is scheduled to announce details of an agreement to delay health insurance policy cancellations. at 10:00 this morning, the insurance commissioner, dane jones, will announce and agreement with a major insurance company to delay handling more than 150,000 individual policies within california. the cloverdale city council rejected putting in a four-way stop sign at what some are calling a dangerous crosswalk. it's located at south cloverdale boulevard and healdsburg avenue. there have been two accidents there in the past three months. one of them fatal. on halloween night, two boys were hit as they crossed the street. they suffered broken bones. we're told they are recovering. but in july a woman was hit and

killed as she crossed the street. some city councilmembers say it's plea mature to put -- premature to put in those signs but they will investigate putting in lighting. we want to check in with sal with more on the school bus that had fire. >> fortunately, it was a small fire. there's a tow truck and school bus on southbound 101. it looks like about a toz kids are there with -- dozen kids are there with adult supper vition. it also look -- supervision. these kids are being watched. southbound 101 is not being affected by this. the bus appears to be disabled and again, this was where all of the students were evacuated but no one was injured reportedly on this incident. let's talk about the commute, westbound bay bridge, it's backed up from about the macarthur maze, about a 25- minute delay before you make it on the span itself.

the other event going on at 1:30. another march is planned for people seeking justice for andy lopez. marchers will begin at the old courthouse square and then march to the district attorney's office. the marchers are demanding that the district attorney convene a criminal grand jury and indict erick gelhaus for fatally shooting andy lopez. yesterday, the lopez family filed a federal lawsuit. this morning, a lot of people starting to come into the county supervisors' meeting and they want their voice to be heard. >> i feel that could have been avoided. if he had different training and protocol, you did not jump to the use of violence or using lethal force. he could have waited for other backup. this isn't really a community where people are walking around with ak-47s shooting at police officers. >> reporter: there's also concern over the timing of the

lawsuit, at least according to the attorney representing sonoma county. he says while he understands this is a trying time for the lopez family, he's concerned because the lawsuit was filed early, it do impede the pro -- it could impede the process before the criminal investigation is complete. they are expecting maybe up to 400 people here. we'll have a live report at noon and more reports coming up later in the day. brian flores, ktvu channel 2 news. >> thank you. also new this morning, controversial gun restrictions have passed in contra costa county. the pleasant hill city council voted 3-2 on new measures aimed at gun dealers. under the measures, gun shops cannot be located within 150 feet of homes. 500 feet from a public park or adult entertainment site or within 1,000 feet from a school or daycare center. gun dealers would be required to submit to fingerprinting and background checks. >> we want to make sure these

are people who have safe, responsible records and can handle responsibility of dealing with firearms and ammunition without a threat to public safety. >> right now, there are four gun shops in pleasant hill. they will be exempt from the distance requirements. however, employees they still have to submit to background checks. the polls open in sunnyvale at 7:00 a.m. one of the items on the ballot is a controversial new gun safety ordinance. if approved, measure c would require gun owners to notify police within 48 hours if their gun is lost or stolen. guns would also have to be stored in a lock box or disabled with a trigger lock when not in use. and finally, measure c would track ammunition sales and restrict sales of ammunition magazines. supporters say it will help prepare vent accidental deaths, shootings and suicide. but critics say it infringes on

a confidential right of gun owners. today, voters get to weigh in on a controversial condo project. the 8 washington development would sit along the embarcadero at the foot of washington street. it would have 134 luxury condos in two buildings. one of which would exceed the current height limit. opponents call it a wall and say it includes no affordable housing. there are two propositions, both on the project. a yes on either clears the way for its construction. but a no vote on both would force it to be revised. we're still a year away from electing the governor of california but today a new candidate will officially get into the race. southern california assemblyman tim donnelly will launch his campaign today in los angeles. he's supported by the tea party. he's known as a gun rights supporters. he's strongly anti-abortion and opposes same-sex marriage.

donnelly will challenge former lieutenant-governor abel maldonado. now, he's a moderate. he has called for comprehensive immigration reform. he's pro choice and supports same-sex marriage. governor jerry brown has not made any official announcement but it's expected he will seek re-election. the 75-year-old governor is not expected to be challenged pie any other democrat -- by any other democrats. 8:37. a san jose mark that's experienced its share of crime and homelessness may get a face lift. one city councilman has a proposal that attempts to reduce the problem through music. ktvu's janine de la vega joins us live from san jose, where i understand you just met with the councilman. good morning, janine. >> reporter: good morning. yes, i did meet with lakardo. he and others want to revitalize this park and turn its image around. there's a lot of homeless people around here and police

get called here often to handle crime. he wants to clean up the image of the park and construct a pavilion with a lineup of free concerts at the park. this involves partnering with levette pavilions based in southern california which is a noon profit that builds music videos in blighted urban areas. the project could cost about 2.5 million which levette would crt 400,000 -- contribute 400,000. >> we don't want too divert a single dollar of the general fund needing to use for police, library, street maintenance. we rely on developer knees to pay for park improvements in the city. >> reporter: music in the park has been seld at st. james -- held at st. james park. a permanent venue would help kline up the park since it's been a magnet for crime. a man was shot and killed near the park in august. last year there were stabbings at the park.

he plants to introduce this proechal for the park at -- proposal for the park at a rules commit tee meeting. he says he -- committee meeting. he says he has the mayor's support. back to you. a high-speed chase last night in santa clara county ended with one man arrested and another suspect on the loose. the chp says two robbery suspects led them on a chase from sunnyvale to morgan hill going more than 100 miles an hour. the chase ended about 11:00 last night when the suspects crashed on southbound highway 101 on the ten at avenue offramp. one of the suspects ran away and the police are still searching for him. randy alano, the man accused of killing oakland federal investigator sandra coke will be back in court today. now, during yesterday's court hearing, a police officer testified and two of randy's nephews testified that alana is the father of coke's 15-year-

stocks are moving lower on wall street but they are coming back a little bit at least as investors await the government's october jobs report. the closely-watched monthly survey was delayed a week by the 16-day partial should of the u.s. government -- shutdown of the u.s. government. the report is due out by friday. the dow is down 23. earlier, it was down over 100. the nasdaq, down 3. s&p down 4. all right, tori.

let's bring you up to date on some of the other top stories we're following for you. these hazmat crews in el sobrante, are cleaning up where hundreds of used hypodermic needles spilled this morning. right now, both directions of santa rita road and appian way are closed. it's not clear where the needles came from. we don't know yet when the road will reopen. firefighters in marin county say no one was hurt. no injuries in an early-morning school bus fire. this started about 7:30 on highway 101 near the waldo tunnel. investigators say the small flames came out of the bus's engine, still not clear how that fire started. and this morning, the graton resort and casino is opening in rohnert park. this will be the biggest casino in california. the biggest nonhospital employer in northern california. tara moriarty is out there now.

sort of open and an airy feel. all morning lock all of these workers have been preparing getting ready for this moment. we've seen them walking around with the drink orders, getting ready. this early in the morning, believe it or not, and shortly the lion dancers will be coming out. we might miss them. but obviously very exciting blackjack, poker, texas hold 'em. a little bit of vary gause vague u.s -- las vegas here in sonoma county. a new plan for sfo is expected to cut delays and keep planes moving even in bad weather. ktvu's pam cook is in the newsroom with the change that many air travelers including this one agree, long overdue, pam. [laughter] >> yes. san francisco one of the last big city airports to actually make this change and that's good because it's also one of the worse in on-time permance.

the faa has approved a change that would allow planes landing at sfo to stagger on the two parallel runways instead of having to line up single file which is what they have to do now. low visibility takes landings from about 60 planes an hour to just 30 an hour. as frequent fliers know, low visibility also known as fog is one of the biggest problems at sfo. >> i'm a small plane pilot myself. i understand that a little bit. it's -- it's not the best place in the world to have an airport. >> we fly around three, four times a year. we do fly in the winter. it definitely would impact me if it gets better. >> reporter: it's expected to get better. the faa and airport officials anticipate that the change will hey lou as many as -- will allow as many as 40 please an hour to land in those conditions. other airports already use this system to improve on-time

permance. pam cook, ktvu channel 2 news. >> all right, pam. a cal football player, recovering from a locker room fight with a teammate. campus police say 18-year-old freshman fariano hall was taken to the hospital after a fight in a building next to cal's memorial stadium late friday. police have not said the extent of his injuries or who said the other player involved was. it's also not clear what led up to the fight. cal is having a rough season. they've lost 11 straight games to their pac 12 opponents. 50,000 football fans expected at stanford stadium for a rare thursday night game. sixth-ranked stanford will host the oregon ducks. the game starts at 6:00 p.m. it's expected to create a huge traffic jam on the streets around the stadium. police say avoid plaurk road

welcome back. happening right now -- the sonoma county board of supervisors is holding a hearing in this room about the deadly shooting of 13-year-old andy lopez. these are live pictures from inside the meeting which just started. in just the past couple of minutes, county leaders have plenkged to do everything they can -- pledged to do everything they can so this does not happen again. also they urged understanding and patience from the community. and two weeks ago, a sonoma county sheriff's deputy shot andy lopez while he was holding a bb gun that looked like a real assault rifle. yesterday, the lopez family filed a lawsuit against that deputy and sonoma county. later on this morning, another march is planned for lopez in santa rosa. there's a new warning for parents of children in daycare. a study being released later today says parents need to look
